Biggest money laundering risks identified
Money laundering through ABC transactions, legal structures, loanback structures, and the use of intermediaries are among the fifteen greatest money laundering risks. This is evident from the second National Risk Assessment (NRA) on Money Laundering, which was submitted to the House of Representatives on July 3. Various money laundering risks can arise in notarial practice.
The second NRA on Money Laundering identifies the 15 greatest risks (pdf) related to money laundering. The focus is on money laundering risks that may arise in the Netherlands and that Dutch policy to prevent and combat money laundering can address, although many money laundering methods also (may) have an international element. The first NRA on Money Laundering was conducted in 2017. The Royal Dutch Association of Civil-Law Notaries participated in both NRAs.
Money laundering action plan
The second Anti-Money Laundering Action Plan also mapped the effectiveness of existing measures to prevent and combat money laundering. Although the available instruments clearly have a mitigating effect on the 15 largest money laundering threats, these threats can still have a greater or lesser impact. Minister of Finance Wopke Hoekstra and Minister of Justice and Security Ferd Grapperhaus believe that the (follow-up) measures implemented within the framework of the anti-money laundering action plan should pay particular attention to reducing and effectively managing these 15 money laundering risks.
