Making owner-occupied homes more sustainable is easier

Homeowners and homeowners' associations (VvEs) will have more options for making their homes more sustainable in 2023. This includes providing accessible information, comprehensive support, practical assistance, subsidies, and financing options.

Municipalities receive funding under the National Insulation Program to support homeowners and homeowners' associations and provide information at the local level. At the national level, assistance and information are available, including through the national digital platform www.verbeterjehuis.nl .

Subsidy schemes
With the Home Energy Savings Subsidy (SEEH), homeowners' associations (VvEs) can make their apartments and houses more sustainable. Starting January 1, 2023, VvEs can also receive this subsidy if they implement just one insulation measure. Previously, this was possible for a minimum of two measures. Furthermore, the subsidy for heating options aimed at VvEs will be transferred from the Sustainable Energy and Energy Savings Investment Subsidy (ISDE) to the Home Energy Savings Subsidy (SEEH) starting January 1, 2023. This makes the SEEH the central scheme for homeowners' associations. This will simplify and streamline the application and implementation process. Individual homeowners can use the ISDE subsidy from the Minister of Economic Affairs and Climate Policy for their sustainability improvements.

Heat Fund
The Heat Fund offers financing options, particularly for low-income homeowners and small homeowners' associations (VvEs). Starting July 1, 2022, it will be possible to finance solar panels and electric cooking through the National Heat Fund. And starting October 1, 2022, homeowners with no mortgage and a low income can obtain financing at a 0 percent interest rate. In 2023, €97.4 million will be available for the Heat Fund, which provides financing to homeowners and homeowners' associations (VvEs) who are making their homes more sustainable. Multi-year funding is available for the Heat Fund through 2030.
