Municipalities
Municipalities have independent decision-making power over many matters, such as building a theater, constructing a bicycle path, or constructing housing. Making these decisions is the primary task of the municipal government. In addition, municipalities also implement many national laws. Municipalities draw up zoning plans, which specify which areas are designated for residential use, which areas are designated for nature, and which areas are designated for business. The municipality is guided by the Environment and Planning Act. With these plans, it strives to achieve and maintain a safe and healthy physical environment and good environmental quality. Municipalities oversee housing construction and make agreements with housing associations regarding these matters.
