Energy label C obligation for offices

Office buildings must have an energy label of at least C or higher by January 1, 2023. If a building does not meet the requirements, it may no longer be used as an office from that date.

This obligation stems from the Building Decree 2012. Generally, the municipality where the office building is located is the enforcement authority. Therefore, the municipality will take action if the energy label C requirement is violated.

Exceptions
There are exceptions to the requirement for a minimum energy label C. These are listed in the decision tree of the Netherlands Enterprise Agency (RVO.nl). An example of this is if the office or part of it is a national, provincial, or municipal monument.
