Introduction of eRecognition at the Land Registry postponed
More time is needed to implement eHerkenning for logging in to the Land Registry. This has been indicated by banks, insurers, the Royal Netherlands Bank (KNB), and notarial software vendors. Therefore, the Minister of the Interior and Kingdom Relations (BZK), Hugo de Jonge, is abandoning the January 1, 2024, implementation date. The current goal is to implement eHerkenning for access to the Land Registry in the first half of 2024.
In his letter to the House of Representatives, De Jonge writes that he will determine a workable timeline in consultation with the Land Registry and various professional users. His goal remains to implement eHerkenning as soon as possible.
Notary pass
Meanwhile, the Royal Netherlands Association of Civil-Law Notaries (KNB) is pushing for an alternative to eHerkenning, the Notary Pass. The KNB is still in discussions about this with the Land Registry and the Ministry of the Interior and Kingdom Relations, among others. According to the notarial software vendors, this login method appears to better align with the legal structure of the notary profession, provide greater certainty about the user's identity, and prevent every organization implementing eHerkenning from having to independently determine whether someone is a notary.
Security Improvement
According to the Ministry of the Interior and Kingdom Relations (BZK), the introduction of a new login method for the Land Registry is necessary to improve the Land Registry's digital security. To make this possible, notarial software suppliers must adapt their software.
